What is the slowest vehicle on the planet and how quick does it go?

There is simply no such thing as a slowest car in the world. However, if you are talking about top speed, I could have a runner-up, which is this:
This exact car.
But why though?
It’s a Ford GT, yes. But not any Ford GT (like if that car was common anyway). It’s the Ford GT CP-1, for Confirmed Prototype 1, and it’s the first functionnal Ford GT prototype. It has the VIN #004, however, since the three first GTs were only meant for display in the Ford Museum, and weren’t functionnal, and didn’t even had real interiors.
It had a lot of exclusive features that weren’t fitted to production GTs, like the carbon fiber clamshell, instead of the regular production aluminium clamshell, and was also fitted with a lot of parts that were recuperated from other vehicles, such as the airbags, or the steering wheel, which were Mustang’s ones, or the steering column which came from a Ford Windstar.
It also had a lot of prototype historical add-ons, destinated to Ford engineers, designers and testers:
It was extensively used to help designing the production GT, and is in some ways a part of Ford’s history.
It was for sale last year in aunctions, but didn’t meet the reserve.
Still, why am I putting this car here, while giving a lot of details about it, even more when it’s a sport car which has a speedometer going up to 220 mph, or 360 km/h?
It should make it being one of the fastest road cars, then, no?
Well, no. Before Ford first sold it to a GT collector, in 2008 (when it was in auction, last year, it wasn’t Ford who was selling it, but that guy), they decided to fit a chip on the engine, which would restrict the car of going any faster than… 5 mph, or 8 km/h.
Yep, even if it has a 550 hp supercharged V8 engine, even if it has a speedometer going up to 220 mph/360 km/h, it won’t go any faster than 5 mph/8 km/h. It’s basically meaning that this car is purely unusable on the road.
